DARPA Mismanagement
DARPA seems to've been
badly managed for the last eight years.
Especially, see
Ben's and
grad_stud's comments on the thread.

The great advantage of ARPA and DARPA was always that they got a bunch of bright people together and let them run. If DARPA has, as Ben and grad_stud suggest, become totally wrapped in bureaucracy, they will do no better at research than any other government agency. Which is, with occasional exceptions, not all that wonderful.
Sounds like it may be time to put DARPA out to pasture and start fresh. The fact that we managed to pull it off before gives me hope that it could be done again.
