Very smart, and probably pretty important from a humanitarian perspective. The terrorists might have big plans for "transition day", so taking away their incentive may save lives. The new government needs all these little victories. Give people a sense that you're smart and you have real leadership skills, and they're more likely to put some trust in you. Bravo.
