It looks possible, now, that the North has simply decided it needs a nuclear arsenal as a deterrent, and that it won't negotiate them away. This is one situation where Bush's swaggering has got me very nervous. He's said that we cannot tolerate North Korea having nuclear weapons. Why not? We tolerated Stalin having nuclear weapons. The last 50 years have show that Communists can be deterred from using nuclear weapons.
